Case Scenario: Information Governance Officer You are an incoming Information Governance Officer charged by your Board of Directors with the task of providing an assessment of your organization’s current capacity to govern its information. In preparation for this task you have initially decided to write a report introducing the concept of governability. In writing the report, you plan to explain the concept, to illustrate its usefulness with reference to one of two key case studies where information governance has been problematic, and to suggest improvements. The significance of the report will lie in its ability to persuade your Board of Directors of the need to release further funds for the upcoming organizational assessment task. You have already decided that the report will contain the following sections (see Section 3). The Board of Directors have also provided additional guidelines for how they would like the document to be presented (see Section 4). 3. Improving Information Governance: Case Study Report – Content a) Background and introduction (500 words) What is governance? What problems and opportunities does information governance seek to address? Give practical examples of what these information problems and/or opportunities are. Introduce the concept of governability, and how it can be used to address these problems and/or opportunities. b) Either Case Study A: Care.data or Case Study B: Cambridge Analytica Step 1: Identifying problem wickedness (500 words) Where do information problems/opportunities arise within the case? How ‘wicked’ are these problems? What are the perspectives that stakeholders have of these problems? (500 words) Step 2: Examining system properties (500 words) What systems are relevant? What are the features and properties of these systems? How diverse are they e.g. how many components are there? How complex are they, e.g. how many relationships are there? Are there any particular dynamics that need to be considered? Are there any relevant boundaries? Step 3: Evaluating the governing system (500 words) How well does the current governing system fit with the information problems/opportunities that arise within the case? How responsive are the current modes of governance? How well do they currently perform? Step 4: Governing interactions analysis (500 words) What types of interactions are present in the case situation? What types of media are currently used to communicate within and between stakeholders? What are the enabling and constraining factors that impinge on these interactions? c) Conclusion (500 words) Provide a concluding assessment of the current state of governability of the information problems/opportunities arising within the case.
